Abstract:-In the united states, the current trend in education is the dependence on

standardized testing to improve our current education system. the No Child Left Behind Act of

2001 mandates higher test score and improve academic performance in schools nationwide,

especially inner city schools. This thesis will attempt to evaluate whether testing and the

methods used to asses high performance has helped to create a better education system in the

united states, or whether it has hindered student performance there has been much discussion

about this topic, some positive and some not. In this paper I will present you a both sides of

issue. I will base my recommendation of the most current research, journal articles, and

personal editorials from practicing teachers and administrators .I will evaluate the United States

Performance on international testing such as the TIMSS, as compared to other countries with

different methodologies. This theme directly relates to the mission of the center because

education is part of the national public policy and something that teachers , administrators

,parents, and the general public have definite opinions about. It also influence international

education, as other countries around the world debate new educational policies such as

national curriculums and the use of standardized testing.

Introduction:-A standard test is a test that is administered and scored in a consistent, or

standard, manner. Standard tests are designs in such a way that the questions, conditions for

administrating , scoring procedures and interpretation are consistent and are administered and

scored in a predetermined, standard manner.

Any test in which the same test is given in the same manner to all test takers, and graded in the

same manner for everyone is a standardized test. Standardized do not need to be high stakes

tests. Time limited tests or multiple choice tests.

Definition:- The definition of a standardized test has changed somewhat over time. The

purpose of this standardization is to make sure that the scores reliably indicate the abilities or

skills being measured and do not other things such as different instructions about what to do if

the test taker does not know the answer to a question. By beginning of the 21st century the

focus shifted always from a strict sameness condition towards equal fairness of conditions.

However if the purpose of the test is to see how quickly the student could write, then this

would become a modification of the content and no longer a standardized test.

Design And Scoring:-Standardized testing can be composed of multiple-choice

question, true false questions, authentic assessment, or nearly any other form of assessment.

Standardized test have short-answer or essay writing components that are assigned a score by

independent evaluators who use rubrics and benchmark papers for each possible to determine

the grade to be given to a response.

Scoring issues

Human scoring is relatively expensive and often variable, which is why computer scoring when

feasible. For example, some critics say that poorly paid employees were score test badly. Open

ended components of test are often only a small proportion of the test. Most common, a major

academic test includes human –scored and computer-scored sections.

Often colleges are given scholarship to student who scores well on standardized test like the

ACT .Students intellectual level is judge by the score well on a standardized test that gets them

to college. It is not the indicator of how well a student actually performs, but how well they

test.

There is two types of standardized test score interpretations: a norm-referenced score

interpretations or a criterion –referenced score interpretation score interpretation.

● Norm-referenced score interpretations

Compare test-takers to a sample of peers. The goal is to rank student as being better or worse

than students. Norm-referenced test sore interpretations are associated with traditional

education .Students who perform better than others pass the test, and students who perform

worse than others fail the test.

● Criteria referenced score interpretations

Compare test takers to a criterion, regardless of the score of other examinees. These may also

be described as standard based assessment, as they are aligned with they are aligned with the

standard based education reforms movement. Criteria referenced score interpretations are

concerned solely with whether or not this particular students answer is correct and complete.

Under criteria referenced system, it is possible for all students to pass the test or far all

students to fail the test. Either of these systems can be used in standardized testing. What is

important to standardized testing is whether all students are asked equivalent question, under

equivalents circumstances and graded equally. In a standardized test, if a given answer is

correct is correct for one student, it is correct for all students. Graders do not accept an answer

good enough for enough for one student but reject the same answer as inadequate for another

student.

Importance of testing:

● Equal opportunity

Standardized tests ensure the education level in America is upto par-for everyone. The

US’s Every student succeeds Act, which began in 2016, requires states to use proficiency on

standardized exam as a method of holding elementary, middle and high schools accountable

for their students success. This was intended to close the gap between the minority and

poverty stricken students with those from higher income families. Not only do standardized

tests are given every student the opportunity to learn the same material as their peers in other

schools, but state funding laws incentivize schools to ensures every student does well on these

exams. Washington States Senator Patty Murray said about education laws ,”We know that if

we don’t have ways to measure students progress and if we don’t hold states accountable, the

victims will invariably be the kid from poor neighborhoods , children of color, and students with

disabilities.”

● Objective measure

Regarding university admissions, it’s important to have an objective measure by which to

evaluate applicants, especially regarding scholarship applications and determining academic

placements. This is where standardized test are beneficial given that personal interviews and

demographic information automatically subject evaluations to bias and human error. Colleges

and universities need some sort of unbiased tools with which to screen applicants. these test

help place students in the appropriate place of learning by removing bias from the equation.

The SATs are largely comprised of multiple-choice questions and scored by machines ,and thus
