An Empirical Study on Educated Youth Allowance and Honorarium Scheme -
2016 in the Region of Jind District

Abstract
In today's world many countries are facing the unemployment problem, India is one of them.
Indian government made many policies and schemes in past to abolish the unemployment like
MANREGA; present government also work towards it Haryana. For that purpose government
make a scheme Educated Youth Allowance and Honorarium Scheme 2016 (SAKSHAM
Scheme) which help unemployed youth. Most people are aware about it by social media and
government program; remaining by friends and other mediums. We do the study of this scheme
in the region of Jind, District by taking a sample of 100 beneficiaries with the help of self
structured questionnaire and find out that most of the people are satisfied by this scheme but
have some issues related to less wage rate; of less cooperation of the administration; seniority
base work providing provision.

Introduction
Various schemes and programs for unemployment alleviation have been started by both central
and state Government. Main objectives of these programs are to minimize the unemployment
people could not be achieved by the government in spite of many efforts. Still there is large
number of people those are not employed, and live under poverty in the country. With the target
of economic equality and basic amenities, government starts some programs employment
generating program.

The unemployment is the main problem in the world. It means people want to work but
they don’t have work to do. The unemployment rate is rising in all the countries of the world
along with India. So, the issue of employment generation becomes significant in low income
economies. Prior to 1947, director general of resettlement & employment was established in
July, 1945 for resettling demobilized defense service personal and discharged war worker in civil
life. After independence they covered the employment services to all categories of
unemployment in early 1948. Government of India passed the Employment Exchange
(compulsory Notification of Vacancies) Act, 1959. Director General, Employment &Training
under the Ministry of Labour & Employment is the highest body at the national level.
The department of employment in Haryana works as linking platform between the
employers and job seekers. The employment of the job seekers in the public as well as private
sector has been the major task of the department. After the judgment of Honorable Supreme
Court, in year, 1996, the placement through the employment exchange in the public sector has
fallen rapidly. As per the decision, in addition to the notification of vacancies to the employment
exchange, the basic task or activities of the employment department are:-(1)Registration and
placement of the job-seeker.(2)Vocational/ Career Guidance to the candidate (3) Collection,
compilation and dissemination of Employment Market Information (4) Distribution of
unemployment Allowance (5)To help the eager unemployment youth to go abroad for Higher
Studies/ jobs and (6) To organised job fair so that the trained man power need of the private
sector may be fulfilled and job could be provide to the unemployment youth.
“Educated Youth Allowance and Honorarium Scheme-2016”(SAKSHAM) has been
started by the Haryana Government to provide Unemployment Allowances to educated youth
and Honorarium to the eligible graduate and post-graduate applicants for honorary assignment in
various Corporation/Board/Department/Registered societies etc. under Haryana Government and
in Private companies/enterprises. The scheme was started on the name of “Educated Youth
Allowance Honorarium Scheme-2016” and as well as name was SAKSHAM Scheme,
commonly the name SAKSHAM Scheme was used.

Review of literature
Rooke, D. (1981) suggested ways to better correlate education and employment. Government
should have proper employment strategy and industrial for economic development for long
term. All policies would be in vain unless there is no effective frame work to implement the
same. There must be effective use of all economic resources both in public and private
sector both for better economic return and job creation. Investment on education and
