Abstract
Organizational performance has a significant effect on the activities of an organization and the
methods and tools for evaluation are always one of the most important topics in the organizational
and academic research. On the other DEA models can be made to meet the application needs to be
done extensive research in various scientific fields. Much research has been done using this
technique show considerable potential of this methodology for the evaluation and performance
measurement comfortable. Given the importance of industrial cities in developing countries is very
important to evaluate the performance of the industrial towns. Evaluation of the industrial towns of
the province and to evaluate and compare the performance of this settlement is a step in the direction
of continuous improvement. Accordingly, this paper describes a model for evaluating the
performance of the industrial towns of the province, using data development analysis. This study
form view point of aim is applied research and from view point of data collection is descriptive and
causal-comparative research. The population of the study is10Industrial Parkis Semnan province.
Select the inputs and outputs of this research, according to previous studies, is interviews and
surveys conducted by experts. Driver has been selected as criteria include the total land area (m) and
outputs, including proceeds from the sale of land and container and all of the costs (RIAL). Finally,
according to the analysis made of the numerous models of DEA, input-oriented CCR model to
evaluate the performance has been selected. Anderson-Patterson again used for those who have
efficiency 1 and Investigation of efficient and inefficient it’s revealed that Damghanand Aradan
industrial town were identified as efficient and Lasjerd were identified sin efficient industrial.

1. Statement of Problem

measure the efficiency units , institutions organizations.In fact, it becomes necessary to measure the effectiveness of the
current situation we are facing a shortage of resourcesandthese resourcesshould
beallocatedtotheorganizationorinstitutionin ordertomaximizethe production of goodsorservicesofferedthrough them.

engine of economic and urban development and have been the long -term national and regional attention of programmers
in Iran. The first project was implemented industrial areas about half a century ago. But, the massive expansions of the
settlements were made in recent years.Accumulationof small and medium size industries can be in allits various
forms,simple integration in an industrial zone or in more complex in form of organized gatherings such as science parks
or industrial clusters. Accommodation in various forms adds to important dimensions work environmentfor small and
mediumbusinesses. The simplestandmoststaticaccumulationfoundinindustrial towns, canshare inthe costs
oflogisticsandinfrastructurethroughincreasedoperationalefficiency. Furthermore,the accumulation can bea factor
forinnovationandefficiency throughthepromotion ofsocial learning. The establishment ofindustrial estatesinnota
singlepurpose orrelevance. Inthebigcities, the problem ofprotecting the environmentandlack of landaroundurban
centerswerethe firstconcern. Industrial townnearsmall townsorrural areasaremoreequal distribution ofresourcesforlocal
developmentaimsandobjectivesaimed atcounteringorlack of landorIthasbeen
reportedthatthecompany'senvironmentalstatisticsshow that90% of industrial estatesin thetownorsmall firms50, with less
thanworkers.Existingindustrial estatesaregenerallycomposedofa wide varietyof industriesandareunrelatedtofit a category
and onlya fewtownsthat arespecializedtoa particularindustry. Scope of this research is the industrial town of Semnan
province, which includes19townsis an activeindustrial town.For example,thequestion
ofthisstudyisthatwhyShahmirzadIndustrial Parkhas 2500000m2
of landwitha2800contractand Semnan, with an
area of220000000m
2withabout 2,100industrial units. Thus, the vacuum was felt to identify the most effective
factors in this regard. In fact, the findings of this study and evaluate the performance of the industrial towns
help us to optimized investment in various regions of Semnan province.
In this research we want to work with the DEA to measure the industrial city of Semnan province.
Parametersexaminedincludedtheinputs such as required land for theconstruction of settlements,
landcostandcostof wagesandoutputand income is through the sale ofindustriallandandtheemployment rate.
After determining theefficiencyusingdata envelopment analysis, functionalunitsusingtheAnderson- Pattersonwillrank.
2. Measuring efficiency in data envelopment analysis (DEA)
This method is mainlyknownin the worldas amethod of performance measuring. while measuring
theperformanceitreturns the type of efficiency according to each unit. The progress anddevelopment of

methods ofnonparametricestimationofproductionfunctions(ImamiMeybodi, 1379).
In general, estimation of identical production functions or estimated frontier production function as a standard
of comparison, are both needed to measure performance (SFA, DEA). (ImamMeybodi, 1379).
DEAis usuallypresentedasproportions. Creators of this methodgeneralized engineering definition of
performance which was single factors of production to multi- factor, multi- product production(without

Charnz, CooperandRhodes(CCR)in 1987,developed his modelbased onminimizationof production factorsand
assumingconstant returns toscale.In 1984,consideringtheassumption ofvariable returns toscalebyBunker,
CharnzandCooper2 (BCC)wasdevelopedto measure theperformanceof DEA(ImamMeybodi, 1379).
Before thetheoreticalexplanationsabout thedata envelopment analysis,itis necessary to describethe input
orientated andoutput orientated models and efficiencyto scaleit. Generally, modelsofdata envelopmentcan be
divided into "input orientated " and"output orientated " that describe below.
Inputmodelsaremodelswith constantoutput, reducesthe inputs whereas the output model isthatwith
constantinputs, outputs increase(invertebrates, 1383).
Scale efficiencyrepresents therelationshipbetweeninputs andoutputs of asystemchanges inproduction, serviceor
an enterprise.Thisanswers tothe questionthatif “the sourcesandraw materialsofaplantto
doubleitsoutputmultiplieris changed?" Thethree state canhappen:
