E-Governance Initiatives in Telangana

(India): Problems and Challenges

Abstract—in this digital world, research interest is

being increased on e-governance; existing research

doesn't adequately address critical issues regarding

the development, implementation, and integration of

the e-governance projects. The delivering of e-services

to the citizens at their door is the primary function of

government. Looking at 'service' from the citizens'

point of view, the Government of Telangana seeks to

redefine citizen services through eSeva, using state-of- the-art technologies, "MeeSeva" in Telugu means, ‘At

your service,' i.e., service to citizens. It is a good

governance initiative that incorporates the vision of

National eGov Plan "Public Services Closer to Home"

and facilitates single entry portal for an entire range

of G2C& G2B services. And other services like

TSOnline service portal, E-procurement, CFST- Transport Department Services, Society for Telangana

State Network (SoFTNET), e-Suvidha – Complete

Application for Municipalities etc.. The objective of

this paper is to address the E-Governance Initiatives

in Telangana with Problems and Challenges based on

the existing literature review the article provides an

analysis of existing empirical findings and theoretical

perspectives related to e-governance initiatives in

Telangana state, India.

I. INTRODUCTION

E-Governance is nothing but the use of internet

technology as a platform for exchanging information,

providing services and transacting with citizens,

businesses, and other arms of government. E- Governance offers a sound strategy for strengthening

overall governance. It can not only improve

accountability, transparency, and efficiency of

government processes but also facilitate sustainable

and inclusive growth. E-Governance also provides a

mechanism of direct delivery of public services to the

marginal segments of the society in the remotest

corners, without having to deal with intermediaries.

Electronic Governance or E-Governance is primarily

related to executing the functions and achieving the

results of governance using Information and

Communications Technology (ICT). UNESCO defines

“E-Governance is the use of ICT by different actors of

the society with the aim to improve their access to

information and to build their capacities” [1]. Dr. A. P.

J. Abdul Kalam, former President of India, visualized

e-Governance as “A transparent smart e-Governance

with seamless access, secure and authentic flow of

information crossing the interdepartmental barrier and

providing a fair and unbiased service to the citizen”

[2]. International Institute for Communication and

Development (IICD) defined e-governance as “the

application of electronic means in: (1) the interaction

between the government and citizens and government

and businesses, as well as (2) in internal government

operations to simplify and improve democratic,

government and business aspects of governance" [3].

E-Governance is the use of modern ICTs like the

Internet, Intranet, Mobiles, Web Applications, and

Mobile Apps by the government to improve the

efficiency, effectiveness of service delivery to promote

the democracy.

the Information Technology & Communications

(IT&C) Department was given an independent status

vide G.O. Ms. NO. 12, IT&C Dept dt. 11.09.2000.

A. TSTS (Telangana Technology Services)

TSTS is focusing on e-Governance. It provides

consultancy, procurement services, and

implementation support to the government entities for

their ICT initiatives. The government established

TSTS Ltd. as a specialized agency to build up skills

for the development of computer systems requirement

specifications, techno-commercial analysis, market

intelligence, etc. for procurement of computer and

office automation equipment, acceptance testing and

all related services. Government Departments, Public

Institutions, and Public Sector Undertakings have been

relying on TSTS Ltd., for their hardware/software

procurement requirements.

Objectives

• To Provide consultancy services to Government

Departments, Government Companies/

Corporations, Government Aided Bodies/

Institutions in the purchase of modern office

equipment including computer hardware and to

assist in preparation of site and installation of all

such equipment and hardware and to provide

consultancy services

• To undertake maintenance and repairs of

hardware and to undertake development of

software appropriate to the needs of user depts

• To provide services to operate the systems and to

provide consultancy to user depts. for recruitment

of professionals and provide detailed training to

user agencies at various levels

• To undertake research and development in

software and assist in acquisition and maintenance

of equipment maintenance and use of any other

technological aids to administration.

Vision:

• Reduce procurement timelines

• Capacity Building by way of strengthening

the Technical Manpower

• Encouragement by way of Government

funding for IT initiatives.

• Promote Technology transfer and

commercialization

• Come out with more and more e- governance initiatives for all the

departments

• To focus on consultancy projects

B. eSeva Citizen Service with Difference:

Looking at 'service' from the citizens' point of view,

the Government of Telangana seeks to redefine citizen

services through eSeva, using state-of-the-art

technologies. eSeva builds on the success of the

TWINS pilot project launched in Banjara Hills,

Hyderabad, in December 1999.

An Integration Approach

• An Integration of departments - central and

state governments.

• Integration of services.

• Integration of G2C and B2C.

• Efficiency, Reliability, Transparency, and

Scalability are the watchwords at eSeva.

Integrated Approach:

The Vision:

The Government of Telangana has a clear vision to

create a knowledge society by using Information

Technology in all aspects of development and

governance. Pioneering efforts are being made to

reach the benefits of IT to the citizens - urban and

rural, rich and poor, literate and illiterate. The

Government is conscious of the dangers of the 'digital

divide,' and is making special provisions for reaching

the 'information have-nots.'

Salient features of eSeva

• 51 eSeva centers (with 400 service counters)

spread over the Twin Cities and Ranga

Reddy District.

• All service counters are facilitated with an

electronic queuing system.

• Operating from 8.00 am to 8.00 pm, on all

working days and 9.00am to 1.00pm on

holidays (Second Saturdays & Sundays).

• 'One-stop-shop' for over 66 G2C and B2C

services.
