Inorder to achieve the objective enshrined in Article 39A of the Constitution , Govt. had ,with the object of providing free legal aid , by a resolution, appointed a committee for implementing legal aid scheme to monitor and implement legal aid programmes on a uniform basis in all the states and union territories. The resolution no. Dated 26th September 1980 of the Govt. of India , Ministry of law, Justice and Company affairs provided for the establishment of CILAS as a centralised body for implementing legal aid schemes and it was to be controlled by a collaboration of the executive and the judiciary.
