Abstract
There are certain children who dwell in extremely difficult circumstances e.g. street children, children migrating with their families, children from the refugee camps, wage earning child laborers, adolescent girls (11-14 years of age) and cannot be directly enrolled into formal schools owing to several socio-economic constraints. Some of these groups of children would require specific, flexible strategies based on their situation to ensure the possibility w.r.t. the question of completion of primary / elementary education. Bonded child laborers, children of sex workers, girl children belonging to the minority communities--there is great heterogeneity in the category of ‘out of school’ children. This heterogeneity naturally demands diversified approaches and variegated strategies for their education.
