Abstract

The administrative relations between Union and States operate in a manner that Centre's supremacy is more than visible. During emergencies the federal arrangements can be suspended and squeezed into a unitary operation. If and when any State fails to comply with, or to give effect to, any direction given by the Union under the provisions of the Constitution, the President could, under Article 356, conclude that a situation had arisen in which the Government of the State could not be carried on in accordance with the provisions of the Constitution.
