Abstract

In this article author had searched the actual issues about the conception and organization of the rotation of personnel on the judicial system (structure) and law enforcement agencies as well as the foreign experience of this activity. In the article author also had analyzed the opinions on the complex issues of the difficult system of public service and made his suggestions.
